Dowels are used in jointed plain concrete pavements to provide lateral loads transfer while permitting the joints to move
Dowels need to be centered on the joints, to permit horizontal movement
For Dowels to be effective, they should be smooth, aligned and supported
They should remain parallel in both the horizontal and the vertical planes during the placing and finishing operation
